ON MEASURES TO DETERMINE THE AMOUNT OF SCHOLARSHIPS PAID TO STUDENTS OF HIGHER EDUCATION INSTITUTIONS AND TO IMPROVE THE PROCEDURE FOR AWARDING AND PAYING SCHOLARSHIPS

1. From the 2019/2020 academic year:
The Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan and the Ministry of Finance of the Republic of Uzbekistan on a pilot basis for students studying in higher education institutions on the basis of state grants and scholarship payments (studying on the basis of state grants) scholarships in the basic amount (400 thousand soums), except for graduate students, as well as scholarships for students with “excellent” mastering in the amount of an additional 15 percent of the basic scholarship;
For students studying on a fee-for-service basis, a procedure has been introduced for students to pay the contract value at their own discretion in the form of scholarships or non-scholarships, which stipulates the annual amount of the basic stipend to be accepted for information.
2. Based on the results of experimental work on the appointment and payment of scholarships to students of higher education institutions in the first semester of the 2019/2020 academic year, the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan , To approve the proposals of the Ministry of Finance and the ministries and departments with higher education institutions in the system on the introduction of the following from February 1, 2020:
students studying on the basis of a state grant, as well as on a scholarship payment-contract form of training in a separate form from production (full-time form of education) (studying on the basis of a state grant in the 2019/2020 academic year) providing a fixed amount of basic scholarship, except for graduate students);
determination of scholarships for students with only “excellent” mastering of subjects (rating – 86 points and above) at the end of the academic semester, with an increase of 20% compared to the basic scholarship;
students studying on the basis of a state grant (2019/2020) with a “satisfactory” grade (rating – less than 71 points) at the end of the academic semester with a rate of 30% or more non-award of scholarships during the next academic semester, except for graduate students studying on the basis of state grants in the academic year;
Scholarships are awarded to orphans and children deprived of parental care with disabilities of groups 1 and 2 studying on a fee-for-service basis. implementation of projects at the expense of the republican budget of the Republic of Uzbekistan;
Student Incentive Fund at the expense of 10% of the planned budget funds for scholarship payments in higher education institutions in the relevant financial year and 2% of the planned revenues from the payment-contract (next o ‘ called the Fund in the Rins);
Incentives for all students with special abilities and talents, active in public affairs, as well as those in need of social protection, studying on the basis of state grants and fee-for-service contracts in the amount of up to 50% in addition to the Fund’s account ;
Winners of international, national and higher education science Olympiads and sports competitions, who have a special ability to study at a higher education institution on the basis of a state grant and fee-for-service at the expense of the Fund. as well as the introduction of a one-time incentive or financial aid payment in the amount of up to 10 times the basic scholarship to students in special cases (such as illness or death of family members) in accordance with the criteria set by the board of the higher education institution.
3. The following:
Regulations on the procedure for appointment and payment of scholarships to students of higher education institutions in accordance with Annex 1 ;
To approve the established sizes of scholarships for students of higher educational institutions according to appendix 2 .
4. To specify:

Holders of state scholarships, paid on a contract basis from the 2019/2020 academic year, orphans and parents with disabilities of groups 1 and 2, who are fully covered by the state Taking into account that scholarships are paid from the republican budget of the Republic of Uzbekistan, students who are deprived of their children will have the opportunity to pay the contract amount for the relevant academic year in the form of scholarships;
intended for foreign investors who are students of higher educational institutions of the Republic and have a residence permit or investment visa in the Republic of Uzbekistan, as well as citizens of the Republic of Uzbekistan when their family members are studying at higher educational institutions are eligible for a stipend.
5. In awarding scholarships to students receiving the State Scholarship of the President of the Republic of Uzbekistan and the State Scholarships named after Beruni, Ibn Sino, Navoi, Ulugbek, Imam al-Bukhari and Islam Karimov, the Cabinet of Ministers approved the resolution “On awarding and financial incentives to talented youth of Uzbekistan. 6. The Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan together with the Ministry of Finance to further improve the appointment of scholarships in higher education institutions, including the introduction of “social” and “academic” scholarships for students in accordance with the principles of social justice submit submitted proposals to the Cabinet of Ministers by September 1, 2020.
7. To consider invalid some decisions of the Cabinet of Ministers of the Republic of Uzbekistan according to appendix 4 .
8. To the resolution of the Cabinet of Ministers of the Republic of Uzbekistan from November 21, 2017 of No. 930 “About approval of the Situation on the procedure for the organization of correspondence (special correspondence) and evening (shift) education in higher education institution” QT, No. 11, Article 267) Paragraph 12 of Annex 1 shall be worded as follows:

Chapter 1. General rules
1. This Provision determines the procedure for appointment and payment of scholarships to students of the state higher educational institutions (except for foreign students).
This Regulation does not apply to foreign higher education institutions, their branches and private higher education institutions operating in the country.
2. The following concepts are used in this Provision:
Scholarship – for students (except for foreign students) studying on the basis of a state grant and a scholarship fee-contract, with the separation of production from higher education (hereinafter referred to as full-time education) monthly cash benefits, regardless of other withheld payments;
basic amount of the stipend – the minimum amount of the stipend paid to the students studying on the basis of the state grant and the stipend payment-contract, established in the order established by the legislation;
Scholarship Commission – for the appointment of scholarships to students in higher education institutions in each academic year under the chairmanship of the Vice-Rector for Academic Affairs (Deputy Director of the branch), deans of faculties (at the bachelor’s level there is no dean of the faculty) in institutions – the head of the educational and methodical department or department), the rector of the higher education institution (director of the branch), consisting of representatives of the primary organization of the trade union and the Youth Union of Uzbekistan, academic groups, accounting or a commission approved by the person performing his duties;
mastering (rating control) indicator – the results of testing the knowledge and skills of students in the disciplines (classes) conducted in the higher education institution on the basis of the curriculum of undergraduate (master’s specialties) ;
mastering student – a student who does not have an academic debt on the indicators of mastering (rating control) for the previous academic semester;
The Student Incentive Fund provides financial support to students who have mastered the subjects at the end of the academic semester in higher education institutions, have special abilities and talents, are active in public affairs, as well as in need of social protection. support organization fund.
3. According to the conclusion of the scholarship commission, students of higher education institutions at the end of the academic semester, based on such criteria as mastery of subjects, special abilities and talents, activity in public affairs, as well as the need for social protection. scholarships are awarded on the basis of the established amount of scholarships for students of higher educational institutions and other incentive measures are taken.
Chapter 2. Procedure for awarding and paying scholarships to students studying on the basis of state grants
4. Scholarship payments to full-time students in higher education institutions on the basis of state grants are made at the expense of the republican budget of the Republic of Uzbekistan.
5. At the end of the 1st semester of the academic year, first-year students are assigned and paid a stipend in the basic amount of the scholarship until the indicators (grades) of mastering the subjects are known.
6. Scholarships based on the results of the previous academic semester:
a) is appointed and paid in the following order:
for students with only “excellent” grades in all subjects (rating – 86 points and above) with an increase in the basic amount of scholarships by 20%;
for students who master less than 30% of the indicators of mastering the subject at a “satisfactory” grade (rating – less than 71 points) – in the basic amount of the scholarship;
b) students (orphans and parents with full state support) with 30% or more of the indicators of mastering the subject with a “satisfactory” grade (rating – less than 71 points) Scholarships will not be awarded during the next academic semester, except for students who are children deprived of care and have disabilities of groups 1 and 2).
Chapter 3 Procedure for awarding and paying scholarships to students studying on a fee-for-service basis
7. Students studying on a fee-for-service basis are entitled to pay the contract value at their own discretion, with or without a stipend.
The stipend payment-contract includes the annual amount of the basic stipend and the stipend is paid monthly during the year.
8. At the end of the academic semester, students studying in higher education institutions on a scholarship-contract basis are assigned and paid a basic amount of scholarships, regardless of the indicators of mastering the subjects.
9. Scholarships are awarded to students studying in higher education institutions on a scholarship basis after payment of the contract amount in the prescribed manner.
Chapter 4 Procedure for appointment and payment of named state scholarships
10. 11. Expenses related to the payment of nominal state scholarships are reimbursed from the republican budget of the Republic of Uzbekistan, regardless of whether students study on the basis of state grants or fee-for-service contracts, and scholarship holders are awarded scholarships in the prescribed amounts. paid.
Chapter 5 Procedure for awarding and paying scholarships to students with group 1 and 2 disabilities
12. Scholarship payments to students with disabilities of groups 1 and 2, including those studying on a fee-for-service basis, are made at the expense of the republican budget of the Republic of Uzbekistan.
13. At the end of the previous academic semester, students with disabilities of groups 1 and 2, regardless of the indicators of mastering the subject, will be awarded a scholarship in the amount of 50% higher (increased) than the basic amount of the scholarship. ‘lanadi.
Chapter 6 Procedure for awarding and paying scholarships to orphans and children deprived of parental care on full state support
14. Scholarship payments to orphans and children deprived of parental care, including students studying on a fee-for-service basis at the expense of the republican budget.
15. At the end of the previous academic semester, orphans and children deprived of parental care, who are fully supported by the state, regardless of the indicators of mastering the subject incoming students will be assigned and paid a stipend in the amount of the base scholarship.
Chapter 7 Procedure for the formation of the Student Incentive Fund and the appointment and payment of financial incentives to students at the expense of the Fund
16. The use of funds of the Student Incentive Fund (hereinafter referred to as the Fund), financial support of students at the expense of the Fund is carried out in accordance with the procedure approved by the Board of the higher education institution is increased.
Students studying on the basis of state grants and fee-for-service contracts from the Fund are awarded incentive payments on the basis of established criteria, regardless of the form of payment (with or without a scholarship).
17. The sources of formation of the Fund are:
funds in the amount of 10 percent of the planned budget for scholarship payments in higher education institutions in the relevant financial year;
funds in the amount of 2% of the planned proceeds from the payment-contract in the relevant financial year.
18. “Excellent” assessment of the indicators of mastering the subjects at the end of the academic semester, studying in higher education institutions on a fee-for-service basis (whether in the form of scholarships or non-scholarships) (students with a score of 86 points and above) are encouraged to the Fund at the rate of 20 percent of the basic amount of the scholarship.
19. At the end of the academic semester, all students who have mastered the disciplines, have special abilities and talents, are active in public affairs, as well as those in need of social protection, studying on the basis of state grants and fee-for-service contracts are eligible for scholarships. in addition, up to 50 percent may be encouraged at the expense of the Fund.
At the same time, students studying in higher education institutions on a fee-for-service basis without a scholarship and mastering subjects at the end of the semester are additionally entitled to receive up to 50% of the basic scholarship at the expense of the Fund. ‘can be confirmed.
20. Science Olympiads and sports competitions held at the level of state grants and fee-for-service contracts at the expense of the Fund are held at the international, national and higher levels of higher education. applicants may also be granted a one-time incentive or financial aid in the amount of up to 10 times the basic stipend in special cases (such as illness or death of family members) in accordance with the criteria set by the board of the higher education institution.
At the same time, the remaining part of the republican budget of the Republic of Uzbekistan allocated for scholarships at the end of the reporting period is allowed to be used for additional financial incentives for students.

20 1. For students studying at the bachelor’s and master’s level, who are the leaders of the primary organization of the Youth Union of Uzbekistan in higher education institutions, their type of education (on a grant or fee-for-service basis) and Irrespective of the adjustment rate, a monthly surcharge in the amount of five times the basic stipend is paid at the expense of the Fund.

Chapter 8 Organizing the work of scholarship commissions, which assign and pay scholarships to students
21. Lists of students recommended by the scholarship commission for the payment of scholarships are approved by the order of the rector of the higher education institution (branch director) or a person acting as him.
22. Scholarships are awarded to undergraduate students twice a year, and scholarships are awarded from the first day of each academic semester after the final control results of the previous semester are announced.
23. Higher education, studying on the basis of a state grant, with an academic debt (less than 55% in one or more subjects) for unjustified reasons on the results of mastering for the academic semester students of institutions will be deprived of the right to receive a scholarship from the first day of the month of the next academic semester.
24. Less than 30% of academic performance in the prescribed manner (accumulated 55 and more percent in the relevant disciplines) and less than 30% of the indicators of mastering the subject is a “satisfactory” grade (rating less than 71 points). Scholarships are awarded to students studying on the basis of a state grant from the first day of the month following the expiration of the academic debt repayment period, until the next semester in the basic amount of the scholarship.
25. Students who have an academic debt due to illness or other valid reasons confirmed by the relevant documents shall not be deprived of a scholarship until they have repaid their academic debts within the period prescribed by law.
26. Students have the right to receive a scholarship during internships and vacations based on the curriculum.
27. Scholarships are awarded to retired students on a general basis.
28. Scholarships are not paid to students during academic leave.
Upon the student’s return from academic leave, the scholarship payment will be resumed at the basic amount of the scholarship until the end of the current academic semester (except for students studying on a fee-for-service basis without a scholarship).
29. Voluntary transfer to another higher education institution, health (on the basis of a certificate of the medical commission), educational discipline and internal rules and regulations of the higher education institution students who were expelled from a higher education institution due to violation of the law, missed classes for more than 74 hours during a semester without good reason, late payment of tuition fees, imprisonment of a student by a court. Scholarships for the semester of study are awarded in the basic amount (except for students studying on a fee-for-service basis without a scholarship).
30. Scholarships for students for the period of maternity leave are paid in full on a general basis within the period prescribed by law.
Scholarships are paid in full on a general basis to female students who have children under 2 years of age and continue their education in the full-time form of education. No stipend will be paid during the period of parental leave until the child reaches the age of 2 years.
31. Scholarships are awarded to students transferred from one higher education institution (faculty) to another in the prescribed manner, as well as from part-time to full-time education, based on the results of their assessment (rating control), after eliminating differences in curricula .
In the absence of academic debt, the scholarship is awarded based on the results of the assessment (rating control) of the previous educational institution, specified in the academic certificate (rating book) and from the moment of registration in the new educational institution by the rector of the higher education institution. (branch director) or the person acting on his behalf.
Scholarships for students who transfer from one higher education institution to another during the summer holidays are paid by the higher education institutions where they studied before the transfer.
32. The amount of the stipend is paid by graduate students for July and August, minus the amount of the basic stipend (in installments – for the last semester) from the amount of the contract.
In this case, the amount of the deductible scholarship is determined based on the amount of the basic scholarship paid to the student for the current period.
33. Withholding of scholarships from students is not allowed.
Control over the correct appointment and payment of scholarships to students is entrusted to the scholarship commission of the higher education institution.
Chapter 9 Closing rule
34. Persons guilty of violating the requirements of this Regulation shall be liable in the manner prescribed by law.
