Regulations on the Department of Quality Control in Education of the National Institute of Art and Design named after KAMOLIDDIN BEHZOD
General rules
1.1. This Charter is in line with the Law of the Republic of Uzbekistan “On Education” and the National Training Program, the President of the Republic of Uzbekistan “On additional measures for the development and further improvement of the Academy of Arts of Uzbekistan” dated August 16, 2017 No PP-3219 on development measures ”in accordance with the Resolution No. PQ-2909 of April 20, 2017.
1.2. National Institute of Art and Design named after Kamoliddin Behzod Academy of Arts of Uzbekistan National Institute of Art and Design named after Kamoliddin Behzod (hereinafter referred to as MRDI or institute) on the basis of the Decree of the President of the Republic of Uzbekistan dated January 23, 1997 No 1701 It was established by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On the organization of the Academy of Arts of Uzbekistan” dated March 11, 1997 No 131 and is part of the organizational structure of the Academy of Arts of Uzbekistan.
MRDI was first registered by the Hokim of Yakkasaray district of Tashkent on December 6, 2001 No. 1465, and then by the Inspectorate for Registration of Business Entities in connection with the change of legal address from October 7, 2009 with the registration number 000413-04.
1.3. MRDI is a state institution of higher education, which is engaged in educational activities for the implementation of basic and additional (or only basic) educational programs of higher education, as well as educational and pedagogical, scientific and methodological, as well as other activities in accordance with the legislation of the Republic of Uzbekistan. shows.
1.4. In its activities, MRDI includes the Constitution of the Republic of Uzbekistan, the Law on Education, the National Training Program, resolutions of the Oliy Majlis, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers, normative legal acts of the Ministry of Higher and Secondary Special Education. shall apply to this Charter.
1.5. MRDI is a resident of the Republic of Uzbekistan in the form of a legal entity. II . The main goals and objectives of MRDI
2.1. The main goal of MRDI is to train highly qualified specialists who meet the highest requirements of modern international standards in the field of fine and applied arts, design and folk crafts for the development of culture and art of Uzbekistan.
2.2. The main tasks of MRDI are:
-Ensuring the quality of teaching at the Institute in accordance with state educational standards, qualification requirements, curricula and curricula;
-organization of the educational process (internship, internship) taking into account the suggestions of consumers of personnel;
– Systematic improvement of training methods, taking into account the scientific, cultural, technical, technological, modern achievements of the economy, the social prospects of the country’s economy and culture;
-training, retraining and advanced training of highly educated specialists and scientific and pedagogical staff in the relevant sectors of the economy;
-development of science and culture through research and creative activities of research and teaching staff and students, the use of the obtained results in the educational process;
– Introduction of interactive teaching methods, innovative pedagogical and information and communication technologies, independent learning, distance learning;
– to meet the needs of the individual for intellectual, creative, cultural and spiritual-moral development through higher education and postgraduate education;
– to form a well-developed and loyal person, a citizen of an independent state, a devotee of his homeland, a sense of responsibility to the people, society and family, respecting national and universal values, enriching and strengthening national traditions, conscientious and honest worker for the future of our country ;
– Preservation and enrichment of moral, cultural and scientific values of society;
– Dissemination of knowledge among the population, raising its spiritual, educational and cultural level;
– Development of mutually beneficial international cooperation in the field of higher education.
III . Subjects of educational and scientific-methodical work, their rights and obligations
a). Undergraduate and graduate students:
3.1. The person admitted to study by the order of the rector of MRDI are undergraduate or graduate students of MRDI. Undergraduate and graduate students are issued a student ID and a rating book.
Professional (creative) examinations, tests by the State Commission on Admission to Higher Education Institutions of the Republic of Uzbekistan in accordance with the procedure and rules of admission of students to higher educational institutions of the Republic of Uzbekistan on the application of persons with general secondary, secondary special, vocational education according to the results of the rating system of points accumulated.
Admission to the MRDI is based on equality for all (both grants and fee-for-service), uniform admission rules and a single selection process, and applicants with the highest scores in creative exams and tests are eligible for admission on state grants in the first place. The remaining entrants have the right to be admitted within the payment-contract quotas established on the basis of the rating of professional (creative) exam and test scores. In accordance with the law, professional (creative) exams, admission without tests are guaranteed on the basis of certain privileges
3.2. MRDI undergraduate or graduate students have the following rights:
– to acquire knowledge in accordance with the achievements of science, technology, art and culture, modern technologies;
– free use of books, periodicals, e-learning tools available in the information resource center of the institute in the prescribed manner;
– get free advice and guidance;
– free use of classrooms, tools for the educational process in the prescribed manner;
– In the prescribed manner to express their suggestions, critical views on improving the efficiency of the educational process and the quality of education to the leadership of the educational institution, dean’s office and department and demand their consideration;
-participation in public events at the institute and faculty;
-participation in scientific and creative, research work, exhibitions, competitions and scientific conferences and the publication of their results and information about it;
– to be a member of public associations legally operating at the institute and to participate in their work.
Undergraduate and graduate students have the right to receive quality and high-quality education, to enjoy other rights that do not contradict the legislation, necessary to become a highly qualified specialist in their chosen specialty.
The student must not abuse his rights, use these rights for purposes contrary to the interests of others.
3.3. Students studying on the basis of state grants and on a fee-for-service basis in the form of separation from production are provided with scholarships in the manner and amount established by the Cabinet of Ministers of the Republic of Uzbekistan.
Students have the right to receive the State Scholarship of the President of the Republic of Uzbekistan, State Scholarships named after Navoi and Islam Karimov, as well as scholarships appointed by legal entities and individuals in accordance with the relevant regulations.
3.4. In accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On admission to higher education institutions, transfer, reinstatement and expulsion of students” dated June 20, 2017 No 393, military service, rehabilitation, pregnancy and childbirth, as well as children During the maintenance leave, the student may be granted academic leave in accordance with the procedure approved by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.
3.5. In accordance with the legislation of the Republic of Uzbekistan, full-time students are given the opportunity to defer conscription during their studies at a higher education institution.
3.6. Students in need of MRDI Student Housing will be provided with a place that meets sanitary norms and regulations from the student housing of the higher education institution. Student accommodation places for students to pay for municipal services is determined by the institute. In the presence of students in need of accommodation, the use of the student dormitory area of the higher education institution for other purposes (rent, other arrangements) is not allowed.
Students studying separately from production are allowed to work in their free time at the institute, as well as elsewhere.
3.7. A student who has been expelled from the MRDI at his / her own will or for valid reasons has the right to be reinstated in accordance with the procedures and rules for transfer, reinstatement and expulsion of students.
Persons previously expelled from a higher education institution at the initiative of the administration are reinstated as students in all forms of education on a fee-for-service basis.
MRDI students have the right to transfer (re-enroll) in another field of study at the institute and other higher education institutions in accordance with the established procedures and rules.
It is not possible to transfer (reinstate) students to MRDI from non-governmental higher education institutions and branches of higher education institutions of other countries (centers, departments, training centers, etc.) that do not have a license to conduct educational activities in the Republic of Uzbekistan .
The Cabinet of Ministers of the Republic of Uzbekistan shall establish the procedure and rules for the transfer, reinstatement and expulsion of students from one higher education institution to another.
3.8. MRDI students must have the knowledge required by the higher education curriculum and syllabus, complete all types of assignments in a timely manner, and comply with the MRDI Charter, Internal Regulations, and Student Housing Regulations.
Involvement of students in activities not related to the educational process at the expense of study time is prohibited, except as provided by the decisions of the Government of the Republic of Uzbekistan.
3.9. In case of violation of the obligations provided for in this Charter and the Internal Regulations of the higher education institution, the following disciplinary measures shall be taken against the student: expulsion from the ranks of students.
Expulsion of a student from a higher education institution in the following cases:
you can:
a) at will;
b) in connection with the transfer of education to another educational institution; c) due to health (based on the certificate of the medical commission);
d) for academic failure (indebtedness);
d) for violation of educational discipline and internal regulations of the institute;
e) for missing more than 74 hours of classes during a semester without good reason;
yo) due to late payment of tuition fees (for those studying on a fee-for-service basis);
j) in connection with the imprisonment of a student by a court; z) because he died
At the initiative of the MRDI administration, expulsions of students are made with the written consent of the student union (for students who are members of the union). Also, if the student is excluded in accordance with subparagraph “d” of paragraph 14 of these Rules, the institute may also agree with the primary organization of the Youth Union of Uzbekistan.
A student who has been subjected to a disciplinary sanction may protest against the legality and fairness of the sanction imposed on him in accordance with the procedure established by the legislation .
Information on the disciplinary action imposed on the student is stored in his personal file.
Disciplinary sanctions are applied no later than one month after the behavior is detected and no later than six months after the behavior is detected, regardless of the time the students are on sick leave. Students may not be excluded from the ranks of students during illness, academic leave, or leave related to pregnancy and childbirth.
At the time of illness, the student (or his or her parent) is notified to the institute, usually no later than one week, with an application and relevant references.
3.10. Students who successfully study in MRDI in part-time or non-part-time forms of education are provided with benefits from their place of work provided for in the relevant articles of the Labor Code of the Republic of Uzbekistan (additional leave with or without pay, travel to and from the institute, etc.).
b) Audience:
3.11. Students are students of the Institute of Advanced Training and Retraining (Center, Faculty) under the MRDI. The status of students is equal to the status of a student studying at the institute in the appropriate form of education in terms of receiving educational services.
The procedure for advanced training and retraining, conditions and rights of trainees are determined by the relevant regulations in accordance with the law.
c) Basic doctoral, doctoral, independent researchers:
3.12. The basic doctoral students, doctoral students and independent researchers of MRDI are those who conduct research in a particular field and prepare a dissertation for an appropriate degree.
Basic doctoral program is a highly qualified scientific and research program funded by the State Budget of the Republic of Uzbekistan for students of the degree of Doctor of Philosophy ( PhD ) for in- depth study of the specialty and preparation and defense of doctoral dissertations. – is a form of postgraduate education in the field of teaching staff.

3.13. Individuals with a higher education diploma or master’s degree who have demonstrated the ability to conduct research are admitted to the MRDI doctoral program for a period of three years.

3.14.Teaching staff, researchers, engineering at MRDI

The teaching staff includes the positions of head of the department, professor, associate professor, senior teacher, teacher, assistant and teacher-trainee (teacher-trainee position of the Cabinet of Ministers of the Republic of Uzbekistan “On approval of the improved system of remuneration of employees of higher education institutions” (Resolution No. 164).
3.15. Positions in the teaching staff are held on a competitive basis in accordance with the Regulations approved by the Cabinet of Ministers of the Republic of Uzbekistan “On the procedure for competitive recruitment of teachers in higher education institutions” dated February 16, 2006 No 20.

-participation in competitions, holding positions in the manner prescribed by law;

3.17. The responsibilities of the teaching staff and researchers of MRDI are as follows:
– Strict adherence to the legislation on education, labor and technological discipline, the Charter of the institution, the rules of internal labor; to perform his / her duties conscientiously and not to tarnish the honor of teaching;
– have a good relationship with the staff, students and other people who communicate in the process of work;
– fulfillment of legal orders of the employer, timely and quality performance of educational-methodical, scientific and spiritual-educational work on the basis of the personal plan approved annually, in particular:
a) the volume of educational workload, the implementation of educational, methodological, scientific, educational and organizational work on the basis of an approved individual plan and participation in spiritual and educational work;
b) preparation of textbooks, manuals, textbooks, scientific articles, monographs;
c) carrying out educational work, direct participation in spiritual and educational work with students, including in extracurricular activities;
d) participation in scientific topics of the department, approved by the Council of the Institute;
e) creation of creative works and their presentation at exhibitions, competitions; yo) regular training;

3.18. 3.19. According to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On measures to organize retraining and advanced training of teachers” dated December 28, 2017 No 1026, the leadership of MRDI guarantees professional development of teaching staff of higher education institutions at least once every three years.
3.20. The rights and responsibilities of the administrative, economic, engineering, teaching and other service staff of the MRDI are determined by the Internal Procedures and Job Descriptions of the higher education institution.
